Personally, I think Lucy is stalling to build up support for the DWLF, and also as a way of leading Sadako's people on a wild goose-chase, which would (hopefully) frustrate them. She doesn't know that Sadako has that harpy watching Lia, so maybe she thought this would help them put some space between them and Sadako.
